“Some people are practising diving before drowning in the Bihar elections.”

The comment referred to Rahul Gandhi’s viral video from Begusarai, where he joined local fishermen in a pond as part of his campaign outreach. Modi turned the moment into political satire, saying it symbolized the Congress’s “inevitable downfall” in the state.

He also used the phrase “65-volt jhatka”, a pointed jibe at RJD, to describe the shock voters would deliver to those who try to bring back what he called the “era of Jungle Raj.”

Continuing his attack on the RJD and its leadership, Modi contrasted his government’s vision of empowerment with what he described as the Opposition’s legacy of corruption and fear.

“Bihar needs start-up, not hands-up,” the Prime Minister said, referring to his government’s focus on innovation, entrepreneurship, and employment for youth.

He claimed that the RJD’s rule had once left Bihar trapped in “a cycle of violence and extortion,” whereas the NDA was creating opportunities for the next generation.

In a lighter segment of the rally, Modi praised Bihar’s art, culture, and heritage, calling them the “symbols of India’s rising pride.” He said that the state’s talent — from local crafts to academic excellence — would play a crucial role in “Viksit Bharat” (Developed India).

“The youth of Bihar will drive India’s innovation future,” he said, adding that the NDA government was investing in skill development, education, and entrepreneurship across the state.

The Sitamarhi rally comes as part of the NDA’s final phase campaign in Bihar. Modi’s sharp remarks come amid an escalating war of words between the BJP-led alliance and the RJD-Congress Mahagathbandhan.

While Rahul Gandhi and Tejashwi Yadav have accused the BJP of divisive politics, Modi has framed the NDA as a symbol of stability and progress, vowing to keep Bihar free from “infiltrators and corruption.”

The second phase of polling is scheduled for November 11, with results to be declared on November 14.
